Current Projects:


Mountain Plains Child Welfare Improvement Center (Univ. of TX)



The Mountain Plains Child Welfare Improvement Center (MPCWIC) is a federally funded statewide project to produce a Practice Model for New Mexico’s Protective Services. Shaening and Associates, Inc. is working with Implementation Center staff and the NM Children, Youth and Families Department on research to determine Protective Services organizational readiness for change as well as an evaluation of the project. In addition, Shaening and Associates, Inc. provides assistance with work group facilitation.



The Adoption Exchange


Shaening and Associates, Inc. is conducting the research and evaluation of a federally funded initiative to improve the recruitment and training of foster and adoptive parents in New Mexico’s Protective Services system. Dr. Shaening participates on the Management Team for this initiative and attends federal grantee meetings.



Office of Consumer Affairs, Behavioral Health Services Division


The Office of Consumer Affairs, Behavioral Health Services Division is conducting a project to design and fund consumer run wellness centers. The centers are part of an effort to transform the behavioral health system to a recovery and resiliency model. Shaening and Associates, Inc is providing technical assistance and facilitation for this project.




Center For Behavioral Health Training and Research, University of NM


Shaening and Associates, Inc. is working with the University of New Mexico on the coordination of curriculum development and delivery for community support and other staff in behavioral health organizations throughout New Mexico. Priorities include developing an integrated training that incorporates system of care principles with community support services delivered with a wraparound approach.




Supreme Court of New Mexico, Court Improvement Project (CIP)


Shaening and Associates, Inc. subcontracts with 360 Consulting on the Court Improvement Project (CIP), a statewide initiative that works to develop innovative approaches to advance court, agency, and stakeholder collaboration in improving the safety, permanency, and well being of children and families in the child welfare system. The CIP is governed by a multi-disciplinary Commission appointed by the Supreme Court to represent judges, attorneys, social workers, advocates, foster parents, youth, service providers and others. In conjunction with 360 consulting, Shaening and Associates, Inc. provides program management, facilitation, evaluation, best practice and legislative research, policy development and strategic planning.



New Mexico Children, Youth and Families Department (CYFD)


Shaening and Associates, Inc. is involved with several projects with the Children, Youth and Families Department (CYFD) in Protective Services and Youth and Family Services. Shaening and Associates, Inc. provides facilitation, research, strategic planning, project design, evaluation, and policy development.


System of Care: Shaening and Associates, Inc. is providing coordination and facilitation services for this six-year federal grant. The purpose of the grant is to develop and implement systems of care in three local communities and to develop statewide infrastructure for expansion to additional communities.


Practice Improvements: In conjunction with the Child and Family Service Review, Shaening and Associates, Inc. is assisting Protective Services in developing and implementing practice improvements intake, safety assessment, and other areas.


National Youth Transition Database: Shaening and Associates, Inc. is assisting the State in developing survey tools, data analysis, and reporting procedures for this federally required database. Foster youth are surveyed at ages 17, 19, and 21 years with findings reported to the federal government.



Santa Fe Mountain Center


Since 2005, Shaening and Associates, Inc. has provided consultation services to the Santa Fe Mountain Center in the areas of strategic, business planning and overall program improvement. The work involves both staff and Board members.



Governor’s Women’s Health Office


The Governor’s Women’s Health Office mission is to improve the overall health and well-being of women and girls in New Mexico by advocating for change in healthcare and related systems. Shaening and Associates, Inc. provided assistance in developing strategic plans and holding annual summits.




Recent Projects:



NM Interagency Behavioral Health Purchasing Collaborative


As part of the transformation of the behavioral health system, New Mexico has pooled virtually all of the public behavioral health funding previously managed by 15 State agencies. The pool is managed by the Behavioral Health Purchasing Collaborative, made up of the cabinet secretaries and directors of those 15 agencies, thereby assuring coordination across agencies at the State level. Shaening and Associates, Inc. facilitated the development of several infrastructure and service initiatives intended to further this transformation.



Women’s Health Services of Santa Fe


Shaening and Associates, Inc. provided consultation and facilitation services to Women’s Health Services of Santa Fe. Services included the development of short and long terms strategic plans for their agency as well as support and facilitation in the expansion of services to the community.




New Mexico Highlands University


Shaening and Associates, Inc provided services to New Mexico Highlands University from 1995-2010. Services included the development of faculty, course, field practicum and alumni survey procedures and forms. They also provided bi-annual analysis and reporting to the University.



New Mexico Children, Youth and Families Department (CYFD)


Shaening and Associates, Inc. has been involved for years on projects with the Children, Youth and Families Department (CYFD) in Protective Services, Juvenile Justice Services, and Youth and Family Services. For most of the following projects Shaening and Associates, Inc. provide facilitation, research, strategic planning, project design, evaluation, and policy development.



Recent projects include:

Practice Improvement: Shaening and Associates, Inc. provided assistance to the Practice Improvement Bureau in using data and other information to identify priorities for practice improvement initiatives. Priorities were typically vetted at Summits convened by Protective Services managers and recommendations were developed by an on-going workgroups.


The Children’s Sub-Committee: Shaening and Associates, Inc. facilitated this sub-committee of the State’s Behavioral Health Planning Council. The Sub-Committee is multi-disciplinary and multi-agency and is focused on developing a behavioral health strategy for children and youth in New Mexico.


Transition Services: Shaening and Associates, Inc. facilitated the development of comprehensive transition services for youth aging out of foster care and youth exiting juvenile justice services.


Juvenile Justice Division: Shaening and Associates, Inc. worked collaboratively with juvenile justice staff and managers to revise policies and procedures relating to juvenile facilities and probation and parole services.



New Mexico Hospital and Health System Association (NMHHSA)


In 2007, Shaening and Associates, Inc. worked with the NMHHSA to develop a vision of preparedness for NM’s hospitals and health systems, and to develop a range of self-assessment tools to promote preparedness, response, and recovery capacity.



New Mexico Department of Health (NMDOH)


From March to June 2007, Shaening and Associates, Inc. contracted with the New Department of Health (DOH), Behavioral Health Services Division, and ValueOptions New Mexico, to conduct extensive research on evidence-based methamphetamine prevention programs nationwide. The report included details on best practices and made recommendations for implementation in New Mexico.



Monte del Sol (MdS)


In the spring of 2007, Shaening and Associates, Inc. conducted a 360º evaluation of the Monte del Sol (MdS) Mentorship Program. Shaening and Associates, Inc. developed comprehensive surveys for students, teachers, mentors, and parents involved in the project and analyzed the data to help illustrate the effectiveness of the program. Shaening and Associates, Inc. also conducted several focus groups to gather qualitative data to include in the evaluation report.



New Mexico Department of Health (NMDOH), Office of Health Emergency Management (OHEM)


From 2002 to 2006, Shaening and Associates, Inc. assisted the New Mexico Department of Health and its partners in the important work of health emergency management. This work centered on the cooperative agreements that NMDOH had entered into with the Centers for Disease Control and Prevention (CDC) and the Health Resources Services Administration (HRSA) of the U.S. Department of Health and Human Services (DHHS). Although New Mexico has been actively engaged in preparedness planning for several years, the work required extensive and complex efforts towards emergency management and planning for public health emergencies.



Office of Emergency Management of the New Mexico Department of Public Safety (DPS)


In 2005-06, Shaening and Associates, Inc. assisted DPS in conducting a program and capability review and in developing an Enhancement Plan as required by the US Department of Homeland Security. Shaening & Associates, Inc. organized, conducted, and reported 10 stakeholder meetings to accomplish the program and capability review as well as enhancement plan development. More recently (2007), Shaening and Associates, Inc. conducted an organizational review and assessment for OEM.



New Mexico Hospital and Health System Association (NMHHSA)


In 2002 and again in 2005, Shaening and Associates, Inc., along with NMHHSA, conducted assessments of hospital emergency management and response capacity. These surveys assessed the level of readiness of hospitals in the event of a large-scale health emergency in New Mexico, particularly in terms of capability to manage medical surge.



New Mexico Primary Care Association


In 2003, Shaening and Associates, Inc. conducted assessments of individual health care providers as well as primary care, long term care, and home health care providers. The surveys of individual practitioners included Medical Doctors (MDs), Doctors of Osteopathy (DOs), Physician Assistants (PAs), and Certified Nurse Practitioners (CNPs). The surveys assessed current levels of knowledge/skill in emergency preparedness/response as well as attitudes about participating in training and responding to an actual event.



CREST program of the UNM Center for Disaster Medicine


Shaening and Associates, Inc. designed and implemented a Training of Trainers program for delivery of “Answering the Call” training throughout the state. Shaening and Associates, Inc. assisted the CREST program in recruiting potential trainers, development of the trainer manual, actual training of trainers, management of all logistics of training deliveries, and evaluation of trainers and trainees. Shaening and Associates, Inc. also assisted in designing the pre-post evaluation used in conjunction with Answering the Call.



Santa Fe Public Schools


In 2006, Shaening and Associates, Inc. conducted a qualitative and quantitative evaluation of the Small Learning Communities Initiative in two public high schools.



Creative Santa Fe


From 2005-2006, Shaening and Associates worked with Creative Santa Fe as a facilitator. They worked with community groups in the development of business and strategic plans to include arts, culture, and creative enterprises in local economic development.



Santa Fe Community College


Shaening and Associates worked with the Santa Fe Community College in 2005-2006 to facilitate focus groups to aid the Presidential Search process. In addition, they worked on the development of a candidate profile and outline of search strategies.



City of Santa Fe


From 2005-2006, Shaening and Associates conducted an organizational assessment and budget analysis of programs and services of the Division of Senior Services for the City of Santa Fe.




Other facilitation and planning activities spearheaded by Dr. Shaening include:


♦ Facilitation of Board retreats for several local not for profit and other organizations including the Santa Fe Community College, Literacy Volunteers of Santa Fe, the Santa Fe Alliance for Locally Owned and Independent Businesses, the Santa Fe Science and Math Initiative, Warehouse 21, Girls INC, Faith at Work, the Heart Gallery of New Mexico, and many others


♦ Facilitation of staff retreats directed at the improvement of health and human services for both the City of Santa Fe (the Community Services Division) and County of Santa Fe (the Health Policy and Planning Commission)


♦ Facilitation of a transition planning retreat as well as Olmstead planning meetings for the DOH Long Term Services Division


♦ Development, implementation, and facilitation of an educational leadership program for youth in the Independent Living Program of the Protective Services Division of the New Mexico Children, Youth, and Families Department


♦ Facilitation of a group of private and public funders, advocates, and service providers in designing and promoting youth development initiatives throughout New Mexico for the McCune Charitable Foundation


♦ Facilitation of a group of business persons and policy advocates in the design of new approaches to economic development in New Mexico for the McCune Charitable Foundation


♦ Facilitation of a planning group of civil and criminal prosecutors to coordinate cases of child abuse and neglect being pursued in both venues for the Criminal Justice Advisory Committee; and


♦ Facilitation of a work group to develop “100% access and zero disparity” initiatives; data assistance in the “Success by Six” project; and assistance in early childhood initiatives.
