Supreme Court of New Mexico, Court Improvement Project (CIP)

The Court Improvement Project (CIP) is a statewide initiative that works to develop innovative approaches that advance court, agency, and stakeholder collaboration in improving the safety, permanency, and well being of children and families in the child welfare system. The CIP is governed by a multi-disciplinary Task Force that is appointed by the Supreme Court to represent judges, attorneys, social workers, advocates, foster parents, youth, service providers and others. The Task Force guides the direction of various projects that aim to improve outcomes for children in the child welfare system. Shaening and Associates, Inc. provides program management, facilitation, evaluation, best practice and legislative research, policy development and strategic planning. CIP has several active committees that help move projects forward. The committees’ work is guided by the Task Force and the strategic plan. Current CIP committees include:

Transition: This multi-agency committee is committed to improving outcomes for young people who will exit the child welfare system without a permanent home. The committee is working to improve systems and protocols to ensure that young people are adequately prepared for adulthood and are connected to programs, systems and supports to assist them.

Children’s Law Institute (CLI): The Children’s Law Institute (CLI) is an annual statewide conference for the child welfare and juvenile justice communities (judges, attorneys, CYFD workers, CASAs, CRBs, and all others interested in child welfare and juvenile justice). Attracting close to 800 people, the CLI convenes in January and brings nationally renowned speakers to address emerging child welfare and juvenile justice issues. Quality of Advocacy Committee (QUAC): The Quality of Advocacy Committee (QUAC) is focused on improving representation for children involved in the child welfare system in New Mexico. QUAC’s major effort is for increased compensation for Court Appointed Attorney’s through the Court Appointed Attorney’s Fee Fund and ongoing evaluation of Court Appointed Attorney’s involved with child welfare cases.

The Data Project: The Data project has two major initiatives. The first is to provide training, data edits, corrections, and other interventions in each judicial district to ensure that the Administrative Office of the Courts FACTS™ data system (and its successor) is capable of producing valid and reliable judicial performance indicators and other information necessary for the monitoring and evaluation of court processing and proceedings in child abuse and neglect cases The second initiative involves developing a number of “Judges Notes” available on their computers on the bench) that will collect and provide new information about each court hearing. These entries will also provide reminders to the judge regarding requisite findings that need to be made and best practices that could be initiated from the bench.


New Mexico Children, Youth and Families Department (CYFD)

Shaening and Associates, Inc. is involved with several projects with the Children, Youth and Families Department (CYFD) in Protective Services, Juvenile Justice Services, and Family Services. For most of the following projects Shaening and Associates, Inc. provide facilitation, research, strategic planning, project design, evaluation, and policy development.

Child and Family Services Review (CFSR): The Child and Family Service Review is the method of evaluating a state’s performance on federal requirements associated with Title IV-E and Title IV-B of the Social Security Act. There are three phases of the review: Statewide Assessment, On-Site Review and Program Improvement Planning. CFSR is a collaborative process involving federal and multiple state agencies. This process ensures quality services and positive outcomes for the children and families in New Mexico’s child welfare system.

Foster and Adoptive Parent Recruitment: This effort has many components and aims to increase the numbers of foster and adoptive parents in New Mexico. Recruitment efforts include the development of a Media Spot and the coordination, integration and evaluation of efforts statewide.

Practice Improvement: Shaening and Associates, Inc. provides assistance to the Practice Improvement Bureau in using data and other information to identify priorities for practice improvement initiatives. Priorities are typically vetted at Summits convened by Protective Services managers and recommendations are developed by an on-going workgroups

The Children’s Sub-Committee: Shaening and Associates, Inc. facilitates this sub-committee of the State’s Behavioral Health Planning Council. The Sub-Committee is multi-disciplinary and multi-agency and is focused on developing a behavioral health strategy for children and youth in New Mexico.

Juvenile Justice Initiatives: Shaening and Associates, Inc. is involved with developing strategic plans to enhance multi-disciplinary planning for young people in juvenile facilities and in enhancing data systems and IT systems.

New Mexico Hospital and Health System Association (NMHHSA)

Shaening and Associates, Inc. is currently working with the NMHHSA to develop a vision of preparedness for NM’s hospitals and health systems, and to develop a range of self-assessment tools to promote preparedness, response, and recovery capacity.

Santa Fe Mountain Center

Since 2005, Shaening and Associates, Inc. has provided consultation services to the Santa Fe Mountain Center in the areas of strategic and business planning and overall program improvement. The work involves both staff and Board members.

Recent Projects:

Governor’s Women’s Health Advisory Council

This Council was formed by the Governor of New Mexico via Executive Order in 2006. Its mission is to improve the overall health and well-being of women and girls in New Mexico advocating for change in the healthcare system. Shaening and Associates, Inc. provided assistance in developing its strategic plan.

New Mexico Department of Health (NM DOH)

From March to June 2007, Shaening and Associates, Inc. contracted with the New Department of Health (DOH), Behavioral Health Services Division, and ValueOptions New Mexico, to conduct extensive research on evidence-based methamphetamine prevention programs nationwide. The report included details on best practices and made recommendations for implementation in New Mexico.

Monte del Sol (MdS)

In the spring of 2007, Shaening and Associates, Inc. conducted a 360º evaluation of the Monte del Sol (MdS) Mentorship Program. Shaening and Associates, Inc. developed comprehensive surveys for students, teachers, mentors, and parents involved in the project and analyzed the data to help illustrate the effectiveness of the program. Shaening and Associates, Inc. also conducted several focus groups to gather qualitative data to include in the evaluation report.

New Mexico Department of Health (NMDOH), Office of Health Emergency Management (OHEM)

From 2002 to 2006, Shaening and Associates, Inc. assisted the New Mexico Department of Health and its partners in the important work of health emergency management. This work centered on the cooperative agreements that NMDOH had entered into with the Centers for Disease Control and Prevention (CDC) and the Health Resources Services Administration (HRSA) of the U.S. Department of Health and Human Services (DHHS). Although New Mexico has been actively engaged in preparedness planning for several years, the work required extensive and complex efforts towards emergency management and planning for public health emergencies.

Office of Emergency Management of the New Mexico Department of Public Safety (DPS)

In 2005-06, Shaening and Associates, Inc. assisted DPS in conducting a program and capability review and in developing an Enhancement Plan as required by the US Department of Homeland Security. Shaening & Associates, Inc. organized, conducted, and reported 10 stakeholder meetings to accomplish the program and capability review as well as enhancement plan development. More recently (2007), Shaening and Associates, Inc. conducted an organizational review and assessment for OEM.

New Mexico Hospital and Health System Association (NMHHSA)

In 2002 and again in 2005, Shaening and Associates, Inc., along with NMHHSA, conducted assessments of hospital emergency management and response capacity. These surveys assessed the level of readiness of hospitals in the event of a large-scale health emergency in New Mexico, particularly in terms of capability to manage medical surge.

New Mexico Primary Care Association

In 2003, Shaening and Associates, Inc. conducted assessments of individual health care providers as well as primary care, long term care, and home health care providers. The surveys of individual practitioners included Medical Doctors (MDs), Doctors of Osteopathy (DOs), Physician Assistants (PAs), and Certified Nurse Practitioners (CNPs). The surveys assessed current levels of knowledge/skill in emergency preparedness/response as well as attitudes about participating in training and responding to an actual event.

CREST program of the UNM Center for Disaster Medicine

Shaening and Associates, Inc. designed and implemented a Training of Trainers program for delivery of “Answering the Call” training throughout the state. Shaening and Associates, Inc. assisted the CREST program in recruiting potential trainers, development of the trainer manual, actual training of trainers, management of all logistics of training deliveries, and evaluation of trainers and trainees. Shaening and Associates, Inc. also assisted in designing the pre-post evaluation used in conjunction with Answering the Call.

Other facilitation and planning activities spearheaded by Dr. Shaening include:

♦ Facilitation of Board retreats for several local not for profit and other organizations including the Santa Fe Community College, Literacy Volunteers of Santa Fe, the Santa Fe Alliance for Locally Owned and Independent Businesses, the Santa Fe Science and Math Initiative, Warehouse 21, Girls INC, Faith at Work, the Heart Gallery of New Mexico, and many others;

♦ Facilitation of staff retreats directed at the improvement of health and human services for both the City of Santa Fe (the Community Services Division) and County of Santa Fe (the Health Policy and Planning Commission);

♦ Facilitation of a transition planning retreat as well as Olmstead planning meetings for the DOH Long Term Services Division;

♦ Development, implementation, and facilitation of an educational leadership program for youth in the Independent Living Program of the Protective Services Division of the New Mexico Children, Youth, and Families Department;

♦ Facilitation of a group of private and public funders, advocates, and service providers in designing and promoting youth development initiatives throughout New Mexico for the McCune Charitable Foundation;

♦ Facilitation of a group of business persons and policy advocates in the design of new approaches to economic development in New Mexico for the McCune Charitable Foundation; facilitation of a not for profit start-up, the NM Forum for Youth; facilitation of community groups on arts and culture as a basis for local economic development; and facilitation of funders and agencies engaged in energy and sustainability initiatives.

♦ Facilitation of a planning group of civil and criminal prosecutors to coordinate cases of child abuse and neglect being pursued in both venues for the Criminal Justice Advisory Committee; and

♦ Facilitation of a work group to develop “100% access and zero disparity” initiatives; data assistance in the “Success by Six” project; and assistance in early childhood initiatives.
